What are recibos verdes?
"Recibos verdes" is the popular name for the electronic receipts issued on Portal das Finanças by self-employed workers: freelancers, consultants, designers, developers, trainers and every independent worker.
Each recibo verde is a tax document that proves the provision of a service (or the sale of a good) and is the basis for three obligations: Social Security contributions, IRS (income tax) and, in some cases, VAT.
Who needs to issue recibos verdes?
You need to register your activity with the tax authority and issue recibos verdes if you habitually carry out professional activity on your own account without an employment contract. There are two common situations:
- Exclusively self-employed — it is your only professional income.
- Combined activity — you have a regular job and invoice services on the side (a very common situation in Portugal).
There is also the article 53 CIVA exemption: if your annual turnover does not exceed €15,000, you may be exempt from charging VAT on your receipts (but you still have IRS and Social Security obligations).
The three obligations: SS, IRS and VAT
1. Social Security — quarterly declaration and monthly payment
This is the most frequent obligation and the one that generates the most fines. It works in two steps:
- Quarterly income declaration — by the last day of January, April, July and October, you declare on Segurança Social Direta the income from the previous 3 months. These values set the contributions for the following quarter.
- Monthly contribution payments — between the 10th and 20th of the month following the one they relate to. The August payment has an extended deadline until 31 August.
The contribution rate for self-employed workers is 21.4% on relevant income (for professional services, relevant income is 70% of gross income). If you have no income in a given month, the minimum contribution is €20/month.
See the full detail in Social Security deadlines for recibos verdes and how the ±25% adjustment on declared income works.
2. IRS — annual return and withholding at source
- Annual IRS return (Modelo 3) — filed between 1 April and 30 June of the following year, on Portal das Finanças. Missing this deadline can cost a fine of €150 to €3,750 (art. 116 RGIT).
- Withholding at source — on receipts issued to companies, IRS is withheld at the typical rate of 25% for services. It works as an advance payment of the tax, later settled in the annual return.
- Payments on account — those without withholding at source may have to make advance payments in July, September and December.
- Invoice validation (e-Fatura) — validating and classifying invoices on Portal das Finanças is essential to secure your IRS deductions.
3. VAT — only for some
Not all recibos verdes include VAT. If you are on the standard quarterly regime (turnover up to €650,000), you must file the periodic VAT return by the 20th of the 2nd month after each quarter and pay the assessed tax by the 25th of that month. If you are exempt under article 53 (up to €15,000/year), you do not charge VAT — but watch the limits.
Summary calendar of obligations
| Obligation | When | Where |
|---|---|---|
| Quarterly SS declaration | Last day of Jan, Apr, Jul, Oct | Segurança Social Direta |
| SS payment | Days 10–20 of the following month (in August: until the 31st) | Multibanco / homebanking |
| VAT return (quarterly) | 20th of the 2nd month after each quarter | Portal das Finanças |
| VAT payment | 25th of the return month | Portal das Finanças |
| Annual IRS return | 1 Apr – 30 Jun | Portal das Finanças |
| IRS payments on account | Jul, Sep, Dec | Portal das Finanças |
If a deadline falls on a Saturday, Sunday or public holiday, it automatically moves to the next business day.
The cost of missing a deadline
A late Social Security quarterly declaration can trigger a fine of €50 to €250, plus the official assessment of the minimum contribution. A late IRS return ranges from €150 to €3,750. These amounts are avoided with organization — or with automation. (Details in Late fines on the quarterly declaration.)
How to never miss a deadline
The golden rule is simple: don't rely on memory. Obligations repeat every quarter, deadlines shift when they fall on weekends, and August has its own rules.
FiscalPiloto was built exactly for this: an automatic tax calendar with all your obligations through December 2027, email and push alerts 14, 7, 2 and 0 days before each deadline, pre-filled quarterly declarations with your values, and a simulator showing the effect of the ±25% adjustment on your contributions.
Try 7 days free, no credit card — and turn tax deadlines into something that takes care of itself.
